Bad idea and as yet unenforceable. If any place in the biz world needs tax breaks, it's infancy-tech that has not had the time to mature to steady profitibility. The dividend tax cut aided the entrenched investors, not those who dare risk on visionary technologies. An internet sales tax would doom even the profitable techs.
