Precisely because he appears to have the zeal of the convert, Mr Powell was the right man for the job.


I suspect he still has his doubts, but has saluted the CIC, and is doing his job. Powell has built his career on being a very cautious Bureaucrat. Hey, you don't get to the top in Washington by sticking your neck out! Look at Pearle. One of the reasons he is still on the outside is that he is too controversial, and would have a major problem getting confirmed by the Senate.

Is Powell pissed at the French? Hell, who isn't? But he has never been a Hawk in his life, and I don't think he is one now.
