Perhaps the question will ultimately change from "why did Saddam gas his own people" to "why did the Bush Administration lie to its own people?"

Perhaps. Other question possibilities include "what's the basis of this ex-analyst's allegations;" "why does it have to have been a 'lie,' instead of a mistake;" "didn't reports of this incident arrive long before the Bush Administration came into office;" "could it be that in fact, both sides employed chemical weapons;" or even, "what does it matter, given the preponderance of other issues that the impending invasion pivots upon"?
