People sort of resent being lied to when the lie is protected by an act of congress. Glass Stegall was enacted after the great depression to prevent future depressions.

Gramm Leach Bliley revoked Glass Stegall.

Clinton vowed to veto the Bill. Some believe he was charged with high treason for a sexual misdemenor, but he agreed to approve it after he was weakened in political stature, and magically he was not impeached. The timing is too perfect to be considered "too conspiratorial".

His ability to understand the consequences of this legislation would explain why the Repubs hated him so much.
