US pressure if applied, has to be applied in heavy handed fashion simultaneously to the day. Pressuring israel to abandon settlements now as a first step is ludicrous. But to demand that of them, simultaneous with arab state recognition and installation of an interim Pal regime that would be willing to take on the terrorists would be ok.
The stick on one end would be expulsion and on the other an end to aid. What this solution doesnt take into account is the lack of probabilities of success on the arab side. Israel was willing two years ago to do exactly what you ask. Have you forgotten Jacob? And even with american pressure ratcheted up would/could arafat or new regime do what you ask? mike
