It doesn't matter. Bush has already said he will go ahead without the UN if that's what's needed.

In a private session among European foreign ministers, he was reported to have lashed out at the foreign ministers of Britain and Spain, Jack Straw and Ana Palacio, for "dividing Europe" by allegedly organizing letters supporting the U.S. position.
WAIT A MINUTE! Why isn't it France and Germany who are "dividing Europe" rather than Britain and Spain?
They are in disagreement with the position of Britain and Spain as much as Britain and Spain are in disagreement with theirs.
