NO first you have to define the sample size. How many hundreds of million of people. It's not the best off and the worse. It's the numbers and what % of the whole are they. What is the biggest place and what is it's population outside the US where no similar place in the US cannot be found. A town, a city, a country, a region. We have the mostest and diversest places. And the scale in America is HUGH. And anyone is free to move to any one of those thousands of best places. The opportunity is here for all. Those who cannot figure that out, may get screwed, but I'd proffer they would likely get screwed worse elsewhere.
