Has the PKK given up terrorism?

The group says it has, but the Turkish government is skeptical. In August 1999, following his arrest, Ocalan called for the PKK to put down its arms and seek a political solution that would guarantee some Kurdish cultural rights but not lead to an independent Kurdish state. Turkish officials call Ocalan’s conversion an attempt to save his life. In April 2002, a PKK assembly in Brussels announced that the PKK had “ceased all its activities” and would be succeeded by a new organization called the Congress for Freedom and Democracy in Kurdistan. The PKK named Ocalan the new group’s president.

Do governments other than Turkey consider the PKK a terrorist group?

Yes. The PKK remains on the U.S. list of foreign terrorist organizations, and following Turkish and U.S. pressure, the European Union added the PKK to its list of terrorist organizations in May 2002…
