You've looked at the option grants, don't you think they are a little absurd? Bear market or not, Barrett has made some VERY significant strategic errors that have cost Intel eps and subsequent stock valuation. Frankly, if he was heading a private company, he probably would have been fired.
Bear market or not, the share price stinks. These guys are employed to create shareholder value, and they are failing miserably. OK, so you give these guys their salary, but you don't give them bonuses, and you don't double their stock option grants. In all my years in the workplace, I was never rewarded for lousy performance, regardless of if it was my fault of if the economy sucked.
I don't think it's criminal in the legal sense, but some would consider it criminal from an ethical perspective.
For anyone that's interested, here is a link to how to initiate a shareholder resolution. It's my understanding that a resolution to limit executive pay often qualifies.
