The point of contention would be whether any country allowed prohibited technology to be sold to Iraq after the sanction regime was set up. It is my understanding that US companies dealt freely with Iraq during the 1980's, but have respected the sanction regime.

If France and Germany have done the same, no problem. It is well known that Ukrainian and Chinese companies have subverted sanctions, but the extent that there was governmental complicity is not publicly known.
