>>Halliburton subsidiaries submitted $23.8 million worth of contracts with Iraq to the United Nations in 1998 and 1999 for approval by its sanctions committee.<<

This is like shooting fish in a barrel. Get serious, please. The money from the sale of Iraq's oil is spent on items that the UN sanctions committee approves, e.g., oil pipeline technology from Halliburton. If the sales are approved, what's your problem?

If US companies sold Iraq unapproved technology with the knowledge and approval of the US government, that would be a problem for us, no?

The question is whether France, Germany, China, Russia, Ukraine, whoever, subverted the sanctions process by selling Iraq unapproved technology on the black market.
