The standards for limiting emissions are different for different nations. The treaty is more lenient on developing nations. Asia is projected to have a higher increment of emissions going forward (by a factor of 2.5) from 2000 than the US, and will catch up before 2020. The treaty, if ratified by all parties, could actually contribute to more pollution, not less.
