Yes.

The current US policy is that Hamas is a local Israeli problem, and the U.S. needs to get the Israelis to pull their punches, to help us with our wider (and to us, more important) war.

Hamas is gaining confidence. To a large degree, they have done in Gaza what Hezbollah did in Lebanon. They must be very sure that the U.S. and Israel can't touch them.

This Hamas statement is self-defeating tactically, but it makes perfect sense ideologically.
