Hamas expects continued help from the Arab world. Even countries that say they are U.S. allies in the WarOnTerrorism, give money, weapons, propaganda, to Hamas. Hamas doesn't think the U.S. can stop that support, and they are probably right.

Hamas has mostly succeeded in carving out a Sanctuary in Gaza, a no-go zone for the Israeli army (and Arafat's PA). Once a guerrilla army does that, they are close to victory. Anti-guerrilla campaigns have to deny guerrillas any Sanctuary, any Safe Rear Area, as an absolutely necessary condition of victory.

Polarizing the conflict, so there are no bystanders, so the Middle Ground disappears, this is their strategy.
