But we would, and he knows it. (See 1991). 'Never' is a mighty big word.

We are bombing him almost daily in the no-fly zone now.

But I really do not want to see a (largely) unilateral preemptive strike.

Taken to its logical extreme, we would need troops in every country, watching every little move they make to see if it passes our approval.
