Hey, Iraq is my hunted food, hands off! The fact is U.S. and the UN including France, Germany, Russia and many other countries are all working for Iraq disarmament. The difference is Bushies' real goal is to take over Iraq and its oil after Iraq disarmament. So they don't want France, Germany, Russia troops get into the country which will surely destroy Bushies' real agenda. Under the situation, the Bushies are more to likely rush to the war even earlier before the UN peace keeping troops enter Iraq.
