They simply offered the slaveowners compensation.
That could take a whole lot of compensation. They were making lots of money.

And suppose some refused to take it and release the slaves. What then?

Suppose most of them did? And they probably would have refused anything the federal gov't was willing to offer.

However, the next time you see Mr. Lincoln, be sure and tell him your solution. I'm sure he'll wonder why he didn't think of it.
