France blocks CDMA PAMR request

The French Minister of Industry has blocked Dolphin France's request to upgrade its TETRA license to CDMA PAMR (public access mobile radio), according to reports. Dolphin France, the Inquam-owned company, which itself is owned by Qualcomm, had applied to convert its TETRA license into a 'technology agnostic' license. Dolphin's application in November was fiercely objected to by the French cellcos, which claimed the company should also pay the Eur619 million (US$668 million) for a 3G license.
