The thing people seem to forget is that Bush took office knowing full well OBL was behind the attack on the Cole, yet Bush did nothing. In fact he did less on Al Quaeda and terrorism than the Clinton administration had been doing. While the hijackers were rehearsing their scheme and FBI and CIA agents were warning of a pending disaster, Bush took a month long vacation on his ranch. After 9-11 Bush got serious on terrorism.
