A 2/3 vote requires a very strong consensus to achieve I think the eighteenth amendment to the constitution provides a good guide. In the ebb and flow of politics there is occasionally a coincidence of power. This type of coincidendental alignment led to the eighteenth amendment, it led to the pending war in Iraq. Neither is in the best interest of the country but because of criteria of majority and super majority they happen, and leave their consequences like diaharah in a colera ward. TP
