This site talks about the decrease in greenhouse emissions in 2001 - a 1.2% decrease from 2000.

"Carbon dioxide emissions in the European Union rose in 2001 by 0.75%, according to new data from the German Institute for Economic Research (DIW). Last year's rise is greater than between the years 1999 and 2000, when CO2

levels increased by just 0.5% across the 15 EU member countries."
jxj.com;

Thank you for the data.

Now lets put your data into proper perspective. So that we are clear..........the US has 4.6% of the population but produces more than 25% of the world's greenhouse gases. That already puts us in a class all our own.

In addition, you cited European figures for the years 1999 and 2000 while the reduction in US gases was for the year 2001.......big difference. Both Europe and the US went into recession in the latter part of 2000. So a more reasonable comparison would be apples to apples; for an example, US 2000 and Europe 2000.

Furthermore, its important to point out that the biggest increases in European G. Gases was in two developing Euro nations, Ireland and Finland. Their increases were 5.7% and 3.0% respectively on a relatively small bases.

Meanwhile, in 2000, the US experienced a 3% increase on a relatively large base.......a number equivalent to Finland, a country that's still in the throes of ramping up development.

Now you might understand why Mr. Bush was not so anxious to sign the Kyoto treaty. And you might further understand why his undermining of existing environmental laws is a crime.
