Negotiate with Saddam that in exchange for total disarmament and increase in human rights, not only he will not be invaded, but parts of the sanctions will be removed and more oil will flow from Iraq.

I've said for years that if Saddam just played the game right, he could not only survive, but flourish as the leader of a great nation. He might even end up the leader of the entire Arab world. The West has a short memory and would quickly forget his past if he truly reformed himself and his policies.

The only problem that I see with your suggestion is that there is no way to enforce it. When the troops leave his borders, what's to stop him from going back to his own ways? Nevertheless, if today he handed over a list of every weapon he possessed, then I think he might avoid war. He's not going to sucker the U.S. again.
