The police chief explains to the members of the community that the gang is merely misunderstood. He says that the gang has legitimate grievances which must be listened to.

He tells the members of the community that if only they would listen to the gang members and accommodate them, this would win the hearts and minds of the gang members.

He explains to the members of the community that it is their fault that the gang killed the police officer, because they were not sensitive to the needs of the gang.

He concedes that the murdered police officer never committed any wrongdoing against the gang. Nevertheless, he was a legitimate target for the gang's ire due to the symbolic nature of his occupation. Thus, the only people to blame for the death of the policeman are the members of the community.

Further, the members of the community are only interested in their own well being, with making a living and taking care of their families. This insensitivity may cause them to be targets in the future, but it is their own fault.
