Wonder how the R&D budget breaks down.

That's another interesting facet of REFR. It's been widely suggested by the longs that they don't do much if any actual R&D activities themselves, but rather simply sit back and let the licensees perform development to fit their individual needs. All part of the minimalistic structure of the company proper, you see.

But the stinger in that scenario is, for the R&D budget to be legitimately labelled as such, it must go to the entities actually performing the R&D, i.e. the licensees. So that would mean, in effect, that REFR has been paying its licensees more money than the licensees have been paying them!

Hmm. Maybe I should sign up to be an SPD licensee. Based on the last couple of licensees the entry requirements seem to be practically non-existent.
