I think showing only the bottom half of the bad guys was part of the Limbo theme. I couldn't name one person who wasn't in Limbo in that movie.

Have you seen Insomnia? It purports to be a fictional Alaska town too, but was filmed in BC. It's a better film; stars Al Pacino and Robin Williams. It's one film in which Williams turned his "always on" button down real low.
