Sand, Last hired = first fired and those that get sick of the deadwood leave until all that is left is deadwood. Now that is extreme, but deadwood has a habit of cooecting in these organozations and gradually turning everyone into deadwood by beurocratic creep. Ever see how many administrators they have now in a university compared to teachers and students, with repsect to the 1960's? Same thing in Nasa. The beurocracy grows,Any problem or disaster creates more and more layers of people whose task if to make it safer and all they do is make is slower . Bill
