If you read the post I was responding to, then you know that I was responding to the example Michael Cummings provided us (and CobaltBlues more intricate enhancement): A policemen is shot by a fanatical gang of thugs. The police chief then decides it's too dangerous to go after the killers. After all, it may anger the gang further, and incite them to go after more cops in the future.
