Just because you do not understand why he is doing something (declaring Gulf War a victory, not turning in any WMDs you THINK he has, etc) does not mean he is an irrational human being.

From a Game Theory point of view, the above two points (and all his other actions) make sense, keeping in mind his objectives which might be different than yours, and where he places his trust, which is definitely different than yours (i.e. Bush). Especially holding on to any WMDs he might still have is a very rational decision, given the constant threat of invasion his country is under thanks to the Bush administration.

I don't see why you think those two are mutually exclusive.

Which goes to prove that he is not irrational, but operates with different assumptions and goals than yourself. If he were irrational, you would never be able to "understand his irrationality" by definition.
