One proposal I've heard - interesting, and indeed far reaching - to eliminate the redistributional effects of unintended consequences is a constitutional amendment prohibiting both (a) lawmaking by unelected (i.e., regulatory body) officials; and, more specifically (b) a Constitutional ban on laws that, by their implementation, jostle the social or economic standing of any group or class forcibly.

It's interesting; let me see if I can't find that writing and post it here.
