Why is it that in the 60's when things were so much more insane with respect to world conflict the leadership were [sic] able to fine [sic] sane solutions to world tension.

Like the 1967 ("6 day") War, right?

Or the Soviet invasion of Czechoslovakia?

Or the 1965 India-Pakistan War?

Or the 1962 China-India border clashes?

Or revolutions involving any number of covert foreign actors in Chad, Nambia, Angola, Congo, Nigeria (Biafra), and any number of other small states, each trying to roll the other over?

Or the Vietnam War?
