Oh really? Just how well do you think you know Powell and what makes him tick? Are you willing to risk thousands of Iraqi civilian casualties on the basis of your little analysis here that goes more or less in the lines of "Powell is a nice guy and was not warmongering before, and if he has changed his style than he must know something."???
