Well, the PA gave up on negotiating in 2000 and that's when the suicide bombings started, so I don't think it is a stretch to say that the PA endorses suicide bombers. Actually, ET, Hamas started the suicide bombings in 1994. 2000 was when Arafat sent the Tanzim into action (to keep his police forces' hands "clean"). No, it's not a stretch to say that the PA endorses suicide bombers. When the IDF raided PA offices last spring, they found paid invoices for suicide bomb belts (they cost about $150, as I recall) with Arafat's signature on them. Arafat always did micro-manage the money.
