JBC, I see. It seems to me that if there is drag, then there can also be lift. That drag can exert forces on control surfaces and change the sngle, but it will staill pursue a ballistic path no matter what way it faces? Sounds counterintuitive to me?
Certainly in space there are zero aerodynamic forces. At what point do they become enough to change the angle of attack?

Yes, ground flare is what they do at the end and you cannot do that in very thin air.
