You mean for political reasons he couldn't put the tax deduction for dividend payments where it belongs: with the corporation. Gee, that's so compelling :( It means he didn't have the guts to argue for what is right... so instead he tries to muck-up the tax code even worse with this overly complicated 'accountants dream' that will do little or nothing for economic growth... and will mainly benefit a small group of old coupon cutters. What a BOLD leader! Gutless, wrong, and not operating in the best national interest.
