As for the French resistance, none of us really know. It's just as likely caused by the failure of the Bush folk to use "soft power" well such that here is our first serious problem thereby. By their lack of diplomacy, they have so angered huge swaths of the population in a great many, if not all, European countries, that the governmental responses are quite limited.

It's not as if French behavior is new, John. The French stiffed Clinton continually, over Bosnia, over Iraq (remember 1998?), over the terms of the proposed ICC and Kyoto treaties. But somehow, that was not Clinton's failure in your eyes, but it is Bush's. I wonder what changed? not really.
