The French stiffed Clinton continually, over Bosnia, over Iraq (remember 1998?), over the terms of the proposed ICC and Kyoto treaties. But somehow, that was not Clinton's failure in your eyes, but it is Bush's. I wonder what changed? not really.

Oh, they absolutely did over Bosnia and Kosovo. But, if you will recall, the Clinton folk handled it without all the arrogant hyper publicity stuff; without all the we are right and they are wrong, what's more despicably wrong, what's more we won't talk to them, what's more we'll just keep criticizing them. The Clinton folk dealt with it as a disagreement amongst diplomatic partners and went on.

But not the Bush folk.
