Yeah, that has been the standard Liberal line, ever since Reagan. The thing about these type of systems is you never know how well they work until you get a test system deployed and try it. There is no reason, with the present state of electronics, that one cannot be built that works.

Clinton's speech that he delivered when he vetoed it was that there was no foreseeable threat that warranted it. I guess he did not count on North Korea. This comes to mind because one of the Senators who was in the Foreign Relations Committee meeting today had it in his pocket and pulled it out and read it to Rumsfeld. But he was really reading it to his Democratic colleagues.
