Review old C-Span clips.

Check the Times.

Ask Rush.

Show me the headline....

"THE UNITED STATES DECLARES WAR ON IRAQ"

Contary to your rather cavalier perception, it's a decidedly formal matter.

Congress did indeed, for all intents and purposes, surrender its constitutional war-making responsibilities in the matter of Iraq to the Executive.

May Congress pay the price.

And as the past proves, the Executive can also employ greasy semantics... as with our little police action in Viet Nam...
