I'm not sure that the Zionist lobby was that strong, at least when it comes to who serves in the State Department. However, even if the State Department has been more inclined to support certain Arab/Muslim points of view, the Defense Department and the top level advisors in the administration have favored Israeli policies, if for no other reason than to gain votes.
