When you have a high profile mission going like the space shuttle program, the last thing you want is people blowing up all over the place, so you do your best to prevent that situation from happening. If some more money would help, I have no problem with it, as long as the money drain does not spin completely out of control.... We have to find a balance here between unnecessarily endangering the astronaut's lives and guaranteeing 99.9% safety.
At this point, I say NASA is not doing enough to prevent messy "accidents" from happening again and again.
