You can't run an effective terrorist campaign out of a shoebox. I'm hard pressed to think of any large terrorist movement that didn't have either state support, or safe-haven territories, or both.

The safe haven of choice these days is Western Europe. Porous borders, internationally respected passports, a huge Muslim population to mix with and recruit, easy movement of money and materiel, and the protection of civil liberties. Much of the money comes from the Middle East, though not from the countries we're threatening. The titular leaders with the known names and faces may be hiding out in Yemen, on the Pakistani-Afghan border, or in the Sudan (or in private suites in a Saudi palace). The working terrorists, the ones actually preparing to strike us, are much more likely to be found in European cities. These are the people we need to remove from the picture, and we aren't going to do it with tanks and cruise missiles.
