It is not sustainable. It is not simply the presence of troops that has Saddam 'behaving', it is the threat to use them. The US cannot keep it's finger on the trigger for more than a few months. Look at how it emboldens North Korea. Other countries will take advantage as well. The cost of the current situation is extremly high. It is all well and good that the UN can tolerate the cost, they don't have to pay for it. The French and the Russians undermined the previous round of sanctions and now they want the US to pay the bill.

Anything less than removing Saddam is not sustainable. Anything less than a US friendly government fails to meet the strategic goals.
