A material breach is when the US is truly at risk, and frankly, based on what the inspectors have said to date, I don't think we will find that kind of breach.

So not declaring tons and tons of chemical/bio weapons when the resolution clearly says that not to (or proving you don't have them any more) is a material breach is somehow now not a material breach?

No wonder he is still a problem years later. He knows most of the UN are a bunch of pansies that will eat their own words in order to not do anything.

Give me a break.
