A material breach is when the US is truly at risk, and frankly, based on what the inspectors have said to date, I don't think we will find that kind of breach.

So not declaring tons and tons of chemical/bio weapons when the resolution clearly says that not to (or proving you don't have them any more) is a material breach is somehow now not a material breach?


I need to read H. Blix's transcripts but it seems he is saying that the above is not true. And frankly, I no longer trust Powell.
