There have already been material breaches. Not listing all of the WMD when he provided the UN with a list was a material breach. Not cooperating with the previous round of inspections was a material beach. Its been 11 years of material breaches. A material breach is when the US is truly at risk A material breach is any significant violation of the cease fire agreement or applicable security council resolutions. Tim
