I think you have proved my own point right here. Germany is talking the talk, but isn't really walking the walk. By your own admission, Germany sent war materiel to Turkey, even after they vetoed a NATO resolution to defend Turkey in the event of war. What the leaders tell their own people and what their actions suggest are two different things, but they share one common thread: politics.

Diplomacy is a tool, not an end in itself. America is using diplomacy to make their case for war. France and Germany are using diplomacy to make their case for peace. Saddam Insane uses diplomacy to play shell games and keep his weapons. North Korea uses diplomacy to spread their propaganda and extort favors from the free world.

Everything you have seen so far is diplomacy. If Bush really didn't believe in diplomacy, he would have gone into Iraq already instead doing this song-n-dance with inspections.
