"We'll ignore our people's wishes, and be a Team Player. But the "team" hasn't made up its mind. The 4 NATO counties with the most powerful armies (not counting us), are split down the middle on this issue. We are shifting to a neutral position, banning all air/ground operations from our territory into Iraq, until you 4 reach consensus."

They could also say they need an explicit "weapons-free" order from the Security Council, before they participate in this war.
