I don't see how Powell can craft such a resolution as the French and American positions appear impossible to reconcile.


I am sure the resolution Powell is circulating reads, "Iraq is in Material Breach of 1441." Period! That is a "Half Resolution" that gets Britain off the Hook, and allows the French and Germans to say, "We did not vote for the use of Force!" Once that issue is settled, we will liberate Iraq a few days later.
