I am sure the resolution Powell is circulating reads, "Iraq is in Material Breach of 1441." Period! That is a "Half Resolution" that gets Britain off the Hook, and allows the French and Germans to say, "We did not vote for the use of Force!" Once that issue is settled, we will liberate Iraq a few days later.

Maybe, but that's slicing the salami mighty thinly. It doesn't authorize the use of force but on the other hand it does use the right diplomatese....maybe. We'll see.
