"Iraq is in Material Breach of 1441." Period! That is a "Half Resolution"

Not in my mind - its a complete resolution. 1441 says material breach needs to be agreed on by UNSC. 1441 also says if theres material breach, serious consequences will follow.

So if UNSC agrees that material breach has occured in a 2nd resolution, nothing more is needed. What follows would be serious consequences as an outcome of 1441.
